Hennepin County- with a 5-year grant from the U.S. Department of Health and Human Services- is rolling out a 13,000-student replication and evaluation of TOP. The Annex Teen Clinic is a community-based partner of Hennepin County and is implementing TOP in several metro area schools.
Teen Outreach Program (TOP) 
is one of the nation’s few evidence-based healthy youth development programs proven to increase academic and social success. Participants have:
*52% lower risk of school suspension
*53% lower risk of pregnancy
*60% lower risk of course failure
*60% lower risk of school dropout
A 9-month, healthy youth development framework and supporting curriculum; TOP offers youth continuous support from caring adults, expands their expectations of the opportunities ahead, and gives them a chance to develop skills for life.
